6.1. GENERAL
(a) A plan for the safety, quality, and environmental objectives shall be established to ensure the safe, effective, environmentally sound, and economical operation of fleet vessels. Achieving these objectives will improve ship operation services, enhance vessel performance, and reduce operational costs.
(b) Annual Safety & Quality and Environmental objectives shall be defined by each operating group. These shall apply uniformly across the office and fleet vessels, per ship type.
6.2. RESPONSIBILITY
(a) The Tech Director shall establish Safety, Quality & Environmental Objectives for their own fleet and submit these to the DPA/MD for approval. These objectives may be reviewed during regular SMC or operational meetings if necessary.
- Objectives for different groups:
- Administration group: Only applies to office activities.
- New Building group: Only applies to office activities.
- Q&A group: Common to all ship types.
- Tanker Group: Applies to Tanker ships.
- Cargo Ship Group: Applies to Cargo Ships.
- Technical Group: Common to all ship types.
- HSSEQ Group: Common to all ship types.
(b) The HSSEQ department shall convey approved objectives to office staff and fleet vessels before the previous objectives' completion date or upon revision. If new objectives are not issued by the end of the documented period, the existing ones will continue until new instructions are given.
(c) Managers of each group and those in charge of vessels shall monitor and guide the implementation of processes related to these objectives, as defined in SQEMS.
(d) The objectives shall be listed in the Safety, Health, and Quality Management Program (COM-08-00A) and the Register of Environmental Management Program (EMS07F) by the HSSEQ Group whenever they are issued or amended.
6.3. PLANNING OF SAFETY, QUALITY & ENVIRONMENTAL OBJECTIVES
There should be no inconsistency between the company policy and the scope of quality objectives. The following aspects should be taken into account when planning objectives:
- (a) Specific: The objectives should be clear and unambiguous, with sufficient details to guide activities contributing to the achievement of these targets.
- (b) Measurable: Targets must have parameters, statistics, or records that can be assessed and provide data for performance evaluation. Guidance on measurement procedures should be included.
- (c) Attainable: Targets should reflect day-to-day operations and be manageable by employees. They should aim for overall improvement in performance.
- (d) Realistic: Objectives must be reasonable and practical, directing operations towards achievement.
- (e) Time-bound: Objectives should have clear timelines for achievement, allowing sufficient time for execution.
- (f) Ethical: Objectives should align with ethical standards and proper practices.
- (g) Rewarding: Rewards for meeting objectives can include financial incentives, time off, recognition, or a sense of accomplishment.
- (h) Implementation: The achievement of objectives will be based on the COM-08-00A & EMS07F Management Program. All personnel in the office and onboard vessels must work towards the objectives assigned to them.
6.4. MONITORING OF OBJECTIVES
Monitoring of objective performance shall be done using all available means, including monthly KPI reports (HSSEQ-39).
6.5. EVALUATION OF OBJECTIVES
- (a) The company shall review the Safety, Quality & Environmental Objectives annually through the Senior Management Committee (SMC) during the Management Review meeting or as needed.
- (b) The Managers Marine/Technical (PIC) in charge of each vessel shall review the achievement assessment for each objective and provide it to their respective Heads of Department (HOD).
- (c) PICs shall submit reports of their assessments to their respective General Managers (GMs). If any objective has not been achieved, managers/PICs must provide reasons and corrective measures.
- (d) If unforeseen circumstances prevent full achievement of the quality objectives, the group shall review the process and present an amendment to the SHQE Program during the management review.
- (e) An overall performance analysis will be done during the Top Management review.
- (f) Reviews of objectives and targets will be recorded in meeting minutes to demonstrate continual improvement of SQEMS and conformance to company policies.
